Project Background

The community of Coral Bay experiences severe flooding on one of their main roads. As a result, residents, and the emergency responders located in this area, are oftentimes cut off or with limited access to the rest of the island. While there is a secondary access point, this road is insufficient as it often experiences landslides that are not able to be immediately cleared off. The communities who are being most impacted by this are historically underserved from lower socioeconomic backgrounds who do not have the available resources to invest into a solution for a problem of this magnitude.

Description of the Community:

The local non-profit organization leading this project acts as a community advocate, government liaison, and trusted information and research source within their community. As a watershed management focused organization in a remote, rural location in St. John, USVI, their mission is to serve the community by: protecting the environment, improving infrastructure, supporting education, encouraging social progress, and planning for appropriate low-impact development. Their 2025 projects include designing resiliency solutions to protect infrastructure and critical marine ecosystems, improving drinking water and wastewater infrastructure in homes and small businesses, and expanding their Ridge to Reef Watershed Education Program for Virgin Islands’ youth.

Project Scope of Work:

The immediate goal of this project is to reduce flooding and increase coastal resilience while considering the changing environment so as to support a sustainable, long term, solution. To address this issue, the community organization has developed a plan to relocate the main road further inland. They have already developed a visioning survey and incorporated a conceptual design, as well as received a grant award to complete a feasibility study and design plans. However, before moving forward they are looking for a thought partner with engineering expertise to fully gauge the needs of the project, further discuss feasibility, and potentially support in the development of an RFP.

Team Members Needed:

Responsible Engineer in Charge (REIC) - At least four years of professional experience in transportation and road design, specifically in vulnerable climates and geographies. Professional engineering license and past experience specifically working in USVI or Puerto Rico preferred but not required.
