Project Background

A church in New Haven, CT, is looking to refurbish several buildings into a community center and affordable housing units for low-income households. The church owns 4 parcels totaling 2.28 acres. This project will focus on one of these parcels, which has been identified as the highest priority.

The community has expressed that New Haven is experiencing significant challenges with housing related to a shortage of rentable properties, paired with rising rents and wages that are failing to keep up. There is also a lack of community services. By developing spaces for community engagement, as well as affordable living locations, this will help low-income individuals and families find housing and resources.

Description of the Community:

This project will benefit low-income residents of the neighborhood in New Haven County, CT. The current population of this neighborhood is approximately 7,700, with almost half of residents being considered low-income.

In the neighborhood where the project is located, the median household income is considerably lower than the surrounding area and the city at large. Over half of the area’s residents are considered to be housing cost-burdened, spending a disproportionate amount of their income on housing. The cost of living in the area is above the national average, while almost half of residents report that they are struggling financially.

Project Scope of Work:

The scope of work for this project includes developing a preliminary civil site plan to be used for initial permitting/approval and fundraising. The preliminary civil site plan will allow the church to seek the funding needed to hire a firm for full design and construction. The single parcel of land under this scope has an existing structure that is currently being remediated and demolished. The parcel is to be developed into slab-on-grade townhouse style units. Should a survey be needed to prepare site drawings, a surveyor will be hired out by the church with advisory support from the CECorps project team. The church is currently working with a non-profit that specializes in affordable housing development, who has hired an architect to prepare conceptual drawings. These conceptual drawings will be utilized for both initial city/county and co-developer approval.
